Of course they have a “right” to choose. Have you ever heard of the sovereign citizen movement? It’s basically a bunch of half-wits who believe that the only laws that apply to them are federal laws and the Constitution. So they run around in unregistered pieces of crap with the VIN numbers obscured, no driver’s licenses, and no insurance.
