Ever go to a public park in a city and see all the "Don't ____" signs? There's a reason for that. Unfortunately many ppl cannot be trusted to behave in a civilized fashion  when among others. "No shirt, no shoes, no service" isn't just a catchy slogan; it's posted because there are knuckleheads who think nothing of going into a store or restaurant poorly dressed. Would you like to eat in a restaurant where guys weren't wearing shirts or ppl were running around barefoot? This has nothing to do with personal freedom. It has to do with giving up a tiny fraction of YOUR personal freedom so that others can enjoy THEIR freedom w/o yours impinging on them. 
Imagine a city park where ppl could just do whatever. They'd be crapping in the duck pond, canoodling right out in the open, leaving their dog shit everywhere along with their trash, putting spikes in the trees to hang hammocks, riding bikes and scooters on pedestrian paths, building campfires with the vegetation, smoking dope, etc.
