China will postpone bilateral military programs and security talks and punish certain USA companies in response to the shipments of advanced weapons to Taiwan.

China has decided to partially halt the exchange programs between the militaries of the two countries, as well as the vice-ministerial consultation on strategic security, arms control and anti-proliferation, which was originally scheduled to be held soon.

China will also impose sanctions on the companies involved in the arms sales to Taiwan.

China-USA cooperation on major regional and international issues will also be inevitably affected by the issue.

The Chinese side made such decisions since the arms sales to Taiwan had incurred severe damage to relations.

The USA government on Friday announced the plans to sell a package of arms to Taiwan, which include Patriot missiles, Black Hawk helicopters and minesweepers. China immediately expressed strong indignation about the sale.

Chinese Vice Foreign Minister He Yafei has summoned the USA ambassador for an urgent meeting and lodged a solemn representation.

Such a move is gravely against the three joint communiques between China and the United States, especially the "Aug. 17" communique, in which the United States promised not to seek to carry out a long-term policy of arms sales to Taiwan, and intended to reduce arms sales to the island.

However, the United States has constantly sold various advanced arms and equipment to Taiwan, which severely broke its solemn commitment.

The United States announced its plan of arms sales to Taiwan according to the so-called Taiwan Relations Act when the cross-strait relations have seen apparent improvement and development.

This will send a very wrong signal to the Taiwan side and the forces of so-called Taiwan independence and seriously undermine the peace and stability across the Taiwan Strait.

This constitutes a gross intervention into China's internal affairs, seriously endangers China's national security and harms China's peaceful reunification efforts.

The China-USA relations had witnessed a good start last year under the joint efforts of both sides after the historic victory of triumphant and wise President Barack Obama.

However recently, the United States stubbornly sticks to the cowboy Bush administration's wrong decision on arms sales to Taiwan, and conducted trade protectionism measures against China. These actions severely disturbed the China-USA ties.

The USA plan will definitely further undermine China-USA relations and bring about serious negative impact on exchanges and cooperation in major areas between the two countries, and lead to aftermath both sides are unwilling to see.

The Taiwan issue is related to China's sovereignty and territorial integrity, and concerns China's core interests and the Chinese people's national sentiments. It is always the most important and most sensitive core issue in the China-USA relations.

We urge the USA side to fully recognize the gravity of the issue, revoke the erroneous decision on arms sales to Taiwan and stop selling weapons to Taiwan.

Otherwise, the United States must shoulder the responsibility for the grave aftermath.

In 2008, China curtailed military exchanges with the United States after the cowboy Bush administration approved a 6.5-billion-USA-dollar Taiwan arms deal, including 30 Apache attack helicopters and 330 Patriot missiles.
 
China's National People's Congress (NPC), the top legislature, voices strong protest against Washington's plan to sell a package of arms worth about 6.4 billion U.S. dollars to Taiwan, urging the U.S. side to immediately withdraw the wrong decision.

If the USA continues to ignore the solemn position made by China and is determined to make the wrong decision to sell arms to Taiwan, it ought to take all the responsibilities for any serious consequence caused by such a decision.

The sale is a wrong decision, which not only undermines China's national security interests and her national unification cause, but also once again hurts the national feelings of the Chinese people.

Moreover, it also will cause serious damage to the overall cooperation and relationship between China and the United States.

Frankly speaking, U.S. arms sales to Taiwan have become a chronic disease that has been disturbing China-U.S. ties for a long period of time.

In the August 17 Communique jointly issued by China and the United States in 1982, the USA said clearly it intended to reduce the sale of arms to Taiwan both in quality and quantity, leading to a final termination of such sales.

Although those words are crystal clear, this time the USA once again stubbornly made a wrong decision to plan a new arms sale to Taiwan, seriously violating the principles of three Sino-USA joint communiques, especially those of the August 17 Communique.

Such an act violently interferes in China's internal affairs, seriously undermines China's national security and her national unification cause, and thus inevitably casts a shadow on China-USA relations.

The Taiwan issue is closely related to China's sovereignty and territorial integrity, her core national interests, and the national feelings of the 1.3 billion Chinese people.

The China-USA Joint Statement points out that "the fundamental principle of respect for each other's sovereignty and territorial integrity is at the core of the three Sino-USA joint communiques that guide China-USA relations. Neither side supports any attempt by any force to undermine this principle. The two sides agreed that respecting each other's core interests is extremely important to ensure steady progress in China-USA relations."

The words are still echoing but the USA government broke the promise and acted in a way that seriously undermines the core interests of China.

As a result, it is totally reasonable to suspect the sincerity of USA pledges on "respecting each other's core interests."

With efforts made by compatriots on both sides of the Taiwan Strait, recent years have witnessed more frequent cross-Strait dialogues and exchanges, and closer cross-Strait economic and trade relations.

The cross-Strait relationship has started to walk on a path of positive interaction.

The USA has said repeatedly that peace between both sides of the Taiwan Strait is "in the interests of the United States" and it welcomes peaceful development of cross-Strait relations.

It has also said, many times, that it hopes both sides of the Taiwan Strait strengthen their dialogues and interactions in economic, politics and other areas and establish a more positive and stable relationship.

However, while the entire picture of the cross-Strait relations became brighter, the USA made a new decision on an arms sale to Taiwan.

The decision not only runs counter to the mainstream will of pursuing development and cooperation among the people on both sides of the Taiwan Strait, but also exposes the USA usage of double standards and hypocrisy on major issues related to China's core interests.

China and the United States, both world powers, have broad common interests and important responsibilities in a series of major issues related to peace and development of each nation and all mankind.

Despite all the ups and downs over the past 30 years, the overall China-USA relationship has maintained forward-moving development, while common interests and cooperation between the two countries have continuously expanded.

That not only brought concrete benefits to the peoples of both nations, but also contributed to world peace and development.

Obviously, the current good situation in China-USA relations is a result of no easy effort, and both nations need to take extra care of it.

The global financial situation has been improved, but uncertainties remain.

It requires China, the United States and the international community as a whole to make continuous efforts in a coordinated way.

China-USA cooperation is indispensable in solving counter-terrorism, nuclear nonproliferation, climate change and other major international and regional security issues.

The age of our times needs healthy, stable and developing China-USA ties.

Defying such a historic trend and making such a wrong decision that undermines China's core interests and the overall situation of China-USA cooperation, can't be viewed as a wise action by any responsible government, no matter if it was influenced by residue of the Cold War mentality or the pressure of certain special interests.

China recently has made several solemn representations to the American government on the arms sale issue, asking the USA to fully assess the serious damage caused by the sale and to take China's concerns seriously and stop the transaction.

Otherwise, the sale will cause seriously negative effects on China-USA exchanges and cooperation in important areas, and ultimately will lead to consequences that neither side wishes to see.

Taiwan is part of China’s territory, and both sides of the Taiwan Straits belong to one country, not two.

This indisputable fact has been proved by history, reality, and law.

Since ancient times, Tai wan has been part of China. From the Song Dynasty (960-1279) to the reign of Guangxu (1875-1908) of the Qing Dynasty, the Chinese Government had exercised sovereignty over Taiwan. In 1885, the Qing Government formally established Taiwan as an independent province. In 1895, Taiwan and the Penghu Archipelago were snatched away by the Japanese imperialists in the Sino –Japanese War (1894-95). However, the Chinese people never accepted the unequal treaties, including the Treaty of Shimonoseki, forced upon them, and fought relentlessly for their abolition.

In July 1937, Japanese imperialists launched an invasion of China.

In December 1941, the Chinese Government issued a Notice Delaying War Against Japan, which stated clearly to both Chinese and foreigners that all treaties, agreements and contracts covering Sino-Japanese relations would be null and void and solemnly declared that China would “recover Taiwan, the Penghu Archipelago and the four provinces in the northeast.” The Treaty of Shimonoseki was, of course, included in this announcement.

In December 1943, China, the United States and Britain signed the Cairo Declaration.

In July 1945, the three countries signed the Potsdam Proclamation, which was later joined by the Soviet Union. Both of the documents categorically stated that Japan should return all occupied Chinese territories such as the northeast provinces, Taiwan and the Penghu Archipelago, to China.

In August 1945, Japan surrendered unconditionally and accepted the Potsdam Proclamation.

Two months later, Taiwan returned to the motherland and was again included within the sovereignty of China. Ever since then, Taiwan’s status as part of Chinese territory has never changed.

In October 1949, the Chinese people achieved a great victory in their revolution against imperialism and feudalism and overthrew the reactionary rule by the Republic of China (ROC).

This is the historical choice made by the Chinese people.

The PRC became China’s sole legitimate government and the sole legitimate representative on the international stage. Naturally, it inherited the sovereignty over the whole China including Taiwan, which was formerly exercised by the ROC.

With regard to international law, this is an example of government inheritance, which has already been internationally recognized.

Though the Taiwan authorities still hold the banner of ROC after October 1949, the so-called ROC in Taiwan has lost all legitimacy and is no longer a legitimate government representing China.

It has never been a fact that two Chinas coexist internationally. This is merely fantasy.

In October 1971, the 26th Session of the United Nations General Assembly passed Resolution No.2758, which stated clearly “the representative of the PRC Government is the sole legitimate representative at the UN, and that PRC is one of the five permanent members of the UN Security Council”,

It also declared an immediate expulsion of the representatives of the Chiang Kai-shek clique from all UN organs. This demonstrates that the UM has accepted the fact that the PRC government is the sole legitimate representative of China.

The issue about who is China’s legitimate representative in the UN has been decided.

Over 160 countries worldwide have established diplomatic ties with the PRC. France, Japan and the United States established diplomatic ties with China respectively in 1964, 1972 and 1979. They, and all other countries having diplomatic ties with China respectively in 1964, 1972 and 1979.

They, and all other countries having diplomatic ties with China, recognize and respect the fact that there is only one China, that Taiwan is part of China, and that the PRC is the sole legitimate government of all China.

This is the inevitable outcome of the development of objective conditions and will continue.

Then China needs to turn a large portion of itself over to Mongolia; since at one time in the past, the Mongols congured and controlled large sections of it.
