No, they should have been quarantined upon immediate entry into the US. The problem is many, if not all, of those 40,000 came into the US then hopped on a connecting flight, making it virtually impossible to know who came from China and who didn't. Whether or not they are citizens doesn't matter. What matters is that Trump and the GOP, with your support, had no plan whatsoever for these people. So not only did they likely spread the disease on the flights and connecting flights, but then in the airport, in the shuttles, in their homes and neighborhoods.
All of this is your fault because you've been protecting and coddling Trump this entire time.
