As others have said, it wasn't the goal of the Holocaust. The goal was extermination. I wouldn't say it was terrorism in that regard, but terror was certainly an effect it had.

Incidentally- the Nazis killed 18 million people in the death camps- 12 million of whom were non-Jews. Let's remember the unremembered every time the Holocaust comes up.

No, but when the act is aimed at citizens to change their political perspective, it is terrorism. We were not trying to eliminate the whole Japanese population, we were trying to persuade them to end the war.
