Of course they have. The House passed the bill on September 19.
Democrats in the Senate shut the government down. Until the government reopens, there's no reason for the House to reconvene.

The Senate is where the problem is. Schumer won't let Democrats vote to pass the clean CR. But that appears to be changing as the Democrats are increasingly taking the heat for the shutdown.
