the war on drugs in mexico is a real live shooting war, with the cartel soldiers laying in wait for police and soldiers that are trying to limit or eliminate them

so the cartel soldiers are trying to eliminate the bureaucracy, police and soldiers 'the enemy'

the cartels are well entrenched, sometimes within the supposed opposition forces (all levels)

this has come about by the casual acceptance of 'la mordita' or the little bite (bribes) that are common throughout mexican and latin american nations

it is a common goal for mexican citizens to aspire from paying bribes to receiving bribes...some citizens see it as a 'tax' that they have to pay to do business

this is why governments hate criminals so much, they hate competition...
