Bundy also claims he believes in a “sovereign state of Nevada” and abides by all state laws, but, “I don’t recognize the United States government as even existing.”
Unfortunately, the Nevada Constitution says a citizen’s first allegiance is to the federal government.

The guy wants the Federal Government to let him use Federal Land for free so he can make a bigger profit on his business.
Basically he is pissed he is not getting a handout so he threatens to shoot federal agents if they try to clear his cattle off Federal Land. Heck, I think Ill head up the road to NASA, and build myself a shop to sell t-shirts to tourists on that land... If the feds try to get me off the land, am I within my rights to shoot em?
