I never said a vehicle could be driven on public roadways without a registration. ALL new vehicles come with a certificate of manufacture, not a title. Those states that require a title use that certificate of manufacture to title them in their respective states.
In other words, a car manufactured in Detroit and shipped to PA. doesn't have a Michigan title.
