I am sure that Israel is shitting itself knowing that Hamas will refuse to recognise it, so how is that a change in policy? The strange thing is he keeps saying that it is Palestinian land yet the Gaza Strip was originally Egyptian and was ceded to Israel when it handed back the Sinai.

The West Bank was actually Jordanian and they only surrendered sovereignty in 1988. Ironically when Jordan annexed it in 1950 only two nations recognised it, Pakistan and the UK. Not that Moontwat would ever tell you that, honesty is not something he is big into as you can see.
