Using trade and debt to force the rest of the world into submission is a huge pillar in the plan of global domination, BUT, what America did on semiconductors must be responded to with vigour, and the Chinese have lots of cards.

We have almost no visibility on China because they keep finding and taking out our spies, probably because they have people deep inside the CIA and NSA. But we can be sure that they have stolen all of the plans, it is a matter of making them work, and I dont think they need very many Western experts to do it, people who are surely well paid.
