I see Obama as playing the waiting game. He passed the health care bill when he had the majority. He knows nothing is going to pass now so why offer suggestions that will be shot down? With the current line-up of Repub leaders his best bet is to stall. He has nothing to prove in the face of any of them.
For example, let's say Obama puts forward a plan. All the Repub contestants (7? 8?) will be attacking him, basically turning the electorate against any idea he proposes. He is advised to wait until there is one nominee to confront. I bet he has a plan in mind and if he wins a majority we'll see some major changes, major changes like the health care bill.
