Too many. Britain did that when faced with invasion in 1940. The Germans did it in late 1944 faced with defeat. Japan did it faced with invasion in 1945. The age range may vary, anywhere from about 16 to 65, but it's pretty normal for nations facing a crushing invasion to call up every semi-able bodied man to fight against the invaders.
What non combatant job do you think he would be able to? Digging latrines and carrying toilet papers?

It absolutely is a wartime draft.
Drafting soldiers in peacetime or wartime has never been considered a war crime.
I have to agree with Gardner, this is a normal reaction of a country being invaded by a much larger opponent. They start drafting people. It has been the standard response for most of human history.
It is hard to think of too many countries that would not draft soldiers in a similar circumstance. Even peacetime drafts will often require exit visas for those who are approaching draft age. Cyprus and Israel require exit visas for young men.
Just about everyone required exit visas during WWII, including the USA.
Smartphones are becoming part of military gear, being used in Ukraine. More importantly, the components of smartphones are becoming part of cheap military parts. It is amazing to see soldiers, and refugees using smartphones. They look like something straight out of WWII, but with a smartphone.
