"Early" is no guarantee that mail sent from Uganda or Ukraine or other areas US service men may be at the time, gets to the State early.

They don't use mail. The use military courier service. The so-called 'military mail'.

A person who is not a simpleton, like you, would understand that and why those service people should not be ignored if it arrives 5 minutes after the polls close.

Mail and military courier service cycles before 8pm.

Constitution is clear that it is the states that choose that path, not the federal legislature.

The government needs to set a date well before the Election to the last date for a postmarked ballot. If you can't make your decision by 10 days before the election then you need to vote in person instead.
