Sadly, succinctly so. Drug abuse is bad. Drug War is worse.
According to what I've read of it, before Prohibition, the most popular forms of beverage ethanol were beer & wine.
BUT !!
Because more concentrated ethanol (booze) was more compact, easier to smuggle, booze gained favor during Prohibition / the roaring '20's.
Similar story in Drug War. You've cited one example, crack cocaine is another; more highly refined, more compact to smuggle. Drug War makes matters worse.
I have what barely rises to the level of a crackpot theory about it.
Addictive personalities attach to habit.
So it seems to me the successful way to duck all that is instead of taking away the addict's drug,
provide the addict, or help the addict to find something to replace the drug addiction.
Wouldn't matter too much what that might be:
- antique restoration
- building a ship in a bottle
- finishing grad school
- vegetable gardening
- whatever
Simply take the drug away, and it creates a void in the addict's life, that craves satisfaction.
Displace the addiction with something of interest, and we avoid the void.
That what the 12 steps programs do. You confront your behavior, you learn your weaknesses, and you rebuild without dope..other activities ARE needed -you have to cultivate new interests and new friends.
You take control of your life by the active 12 steps- but this only works if your are determined to get clean.
