Nope. She was not. That's not the job description.
And according to thehill.com, quite the non-partisan outlet, she did a commendable job in TX with essentially the same job and is well qualified.
Sen. Whitehouse wanted to debate climate with her (which was irrelevant questioning about the position) and he only showed he's as clueless as she is about it. I'd say she won the 'debate' by basically saying "I don't know, uh, maybe," or whatever and looking a little stupid rather than pretend to be knowledgeable .

a. Comes across as a belligerent prick
