Yeah, almost as if we had tested people early, we could have found out the extent of the pandemic at the start, letting us get a handle on it early. Why didn't we do that?

Lol reported cases require a test in order to be confirmed. More testing equals more reported cases.
The increase in testing is not the same as the increase in cases. One has increased at a much faster rate than the other in Texas.
