The reports declassified by @DNIGabbard suggest the Biden administration’s political goals, such as full compliance with the COVID vaccine mandates, drove intelligence collection requirements so that raw data would reinforce, not undercut the policy.
This approach turns intelligence collection and analysis on its head.
A neutral, fact finding approach first seeks the ground truth which is shared with government officials. The intelligence informs their national security and policy decisions.
It does not seek predetermined or politically motivated outcomes.

You do not need lists when you demonstrated to reasonable people that compliance will help them and their families.. Most COVID compliance was at the state level, and was also made mandatory by employers.

Tulsi Gabbard, Donald Trump’s pick to lead the intelligence community, was briefly placed on a Transportation Security Administration list that prompts additional security screening before flights after her overseas travel patterns and foreign connections triggered a government algorithm earlier this year, three sources familiar with the matter told CNN.
Gabbard was quickly removed from the list, a little-known program called “Quiet Skies,” after going public with claims she had been added to a “secret terror watchlist.” A federal official familiar with the program told CNN there are specified criteria for removing or adding individuals and that no one is removed from the list because of public statements they make.

In a statement to NPR on Monday, the TSA defended the program as "a practical method of keeping another act of terrorism from occurring at 30,000 feet."
There is nothing in there about her being placed on a terrorism watch list. She was briefly placed on a list that resulted in extra screening by TSA.
