She followed the Archive procedure and declared the gift immediately and made it clear the Archive would gain custody when they left office, and she did.
The only thing you can say in complaint is that the Archive should have demanded immediate custody of it, but they are not required to. Still if you want to say they should, fine. that is the extent of any complaint that is justified.
Contrast with Trump who says the opposite and once he leaves he will get control of the plane thru his library.

The Archive represents the tax payer and for all gov't prior gifts that come in, and there are LOTS of them, they either destroy them or give people in gov't (often the recipient) to buy it from the taxpayers at assessed market cost.

Trump has been clear.
The plane would be gifted to the Military and he as the Head of the Military is ensuring it is transferred to his private library at the end of his term.
So in proper legal analysis where they determine who the beneficial owner (not temporary holder is), the owner is Trump, through his private Library.
