perhaps it is simply because you are a simple minded liberal, but the fact that one office deals with both immigration and customs does not mean that everyone who has to be interviewed by customs is an immigrant.....when you arrive at an international airport do they ask you "do you have anything to report" or do they ask you "why are you seeking to immigrate to the US"?......
