The Senate is not going to impeach trump and everyone including you know that.
Nancy knows the second she sends it over her control is gone. The Senate has a lot of choices and none of them Nancy wants. But that's too bad it's where we are.
Nancy can withhold all she wants, at some point McConnel will call for a vote to dismiss with or without the Articles. Nancy knows that.
So this means Nancy would rather that happen than to turn control over to the Senate majority.

See the 6th amendment of the Constitution of the United States. The act of impeachment is delivering articles of impeachment to the Senate for consideration. Until that happens, no impeachment. Voting to impeach is not in and of itself impeachment.
