From the notes I actually read and it appears you didn't.

This data uses the most available figures for each jurisdiction. All are as of September or October 2020, except that New York has no data newer than February 2020, and Massachusetts is August 2020.

If data is posted on the 24th then it HAD to be collected prior to the 24th. According to the notes many states clearly didn't submit data on Oct 23rd.

Here's the funny thing about your second source: It shows there were 213,799,467 registered voters. Compare that to your idiotic claim from the first source where you didn't read the notes. (It seems you want to double down on being stupid.)
