Gitmo is incredibly isolated. Shipping things to Gitmo costs a lot of money. Having people work in Gitmo costs money. Even the water in Gitmo is extremely expensive, because it mostly comes from desalination.
It is the most expensive place to put prisoners. Bush did it with suspected terrorists, because he thought that would put them outside Constitutional protections. trump is doing it because he does not understand how to design a prison camp, and will not listen to those that do.
