DC does not have a governor, so only trump can call out the National Guard. The states around DC have governors, but there again, only trump could allow them to cross state lines.

Here is a link that the DC National Guard's Commander-In-Chief is "The President of the United States", while the Virginia National Guard's Commander-In-Chief is "Governor Glenn Youngkin." I cannot find a National Guard where some mayor is commander-in-chief of it, or anywhere in the command structure.

There is no way to call up the DC National Guard without the permission of the President. A good President would give pre-approval, but we all know trump is not a good president.

We have solved the first problem, we removed trump from office. Now we must make sure that if he returns to office, he cannot block the National Guard from doing their job.

Almost everything the military does is indirectly ordered by the President. The President orders something, and as it goes down the chain of command, the orders become more specific. Or the President orders that someone has the power to order it. Usually in times of trouble, the Commander-In-Chief will give an order to the National Guard to call up forces as needed. For some reason, trump ordered the opposite. No one can go against the Commander-In-Chief's orders.
