Random mayors cannot order around the National Guard. It is the governor, or when it is not a state, it is the president. That means the president is the one who should be handling it. It took hours because trump wanted it to take hours.

DC does not have a governor, so only trump can call out the National Guard. The states around DC have governors, but there again, only trump could allow them to cross state lines.
Mayors have no say in calling out the National Guard.
Generals dont need the Presidents permission to do something, unless Trump ordered them not to do it, which nobody claims, the chain of command has nothing to do it.
