Africans in the poorest shithole have cell phones. And Syria is not nearly as poor as most of africa. Again, their problem is not poverty, it's war. Cell phones are not a luxury technology. In fact someone in the third world is much more likely to have access to the internet through a cheap Chinese android smartphone and 3G than a computer and a wired internet connection. This is why the most used web browsers in much of the third world are mobile browsers like Opera, the Android browser, and the UC browser (a Chinese web browser packaged with cheap android phones):

Syria isn't even poor enough that this is the case, their most used web browser is Chrome. Indicating that a lot of people are wealthy enough to have actual computers and don't even exclusively rely on their cell phones for internet access.
