If it happened today it would have likely held, tRump has so degraded our international standing that losing the US as a signatory wouldn't be as big a deal now.

Iran continued it's nuclear program because of trump.
And it was because of trump's incompetence that we've come to this.
Everything Iran was doing with nuclear they had every right to do.....they were functioning within international law and following the treaties it had agreed to.
If he wants to do anything other than fight the Democrats for two years he is. The upcoming mid-term elections matter to him.
