This is sure to offend the pc crowd, but he has violated several laws and therefore he is an ILLEGAL businessman/candidate.

Most of the acts related to his businesses would be illegal. The election stuff... it is hard to say, but my guess is he would probably figure out a way to violate whatever laws existed. He is an illegal businessman/candidate after all.

How so, if "people are said to seek rents when they try to obtain benefits for themselves through the political arena. They typically do so by getting a subsidy for a good they produce or for being in a particular class of people, by getting a tariff on a good they produce, or by getting a special regulation that hampers their competitors?"
