Biden is entitled to do anything he wants with Senatorial documents. They happen to be at the U of Delaware
 
Pence and Biden had misplaced documents. They cooperated with the FBI and NARA. The fact that they had to be found by a search shows there was no active use of them and they did not know they were there. Those are the earmarks of innocent misplacement.
Trump has none of that in his defense. He deliberately stole a truckload of classified documents. He had a purpose for them. He lied to the FBI and NARA. He hid them when the FBI cake. At no time did Trump not know he had classified documents that he should not have had. He did not care. Trump believes the laws do not apply to him.

Based on the age of the documents what were the SCIF requirements at that time for US Senators and documents of this classification?
