In the past, "groceries" referred to drinking establishments like taverns or saloons, while the food stores we know today were called "general stores".

That is completely wrong. And even if it were right, trump is claiming the opposite of what you are claiming.

Grocery comes from the word "grosserie" meaning wholesaler. It involves dry goods.
