I don't understand your point. Assad probably ordered the gas attack(or he has no control over his senior military leaders), so he ultimately bears responsibility for them. Two American presidents "own" their reactions to the attacks. Obama's reaction was so limp-dicked that apparently Assad thought he could get away with another one. Trump's reaction was to toss 59 cruise missiles back at those assholes, and then he took ownership of that reaction last night when he announced that HE had ORDERED the cruise missile attack. So I guess you're almost technically right. And actually I just FTFY!
