No it isn't.
It is not open yet, but as the Iranians work out how to charge for transit, it will, in theory, open to neutral countries. Then later if America pulls out of the Middle East, and drops sanctions against Iran, it will open to American ships.
Not quite sure how much of that will happen, so it may remain closed.
