Republicans want low voter turn out. When big elections bring out a lot of voters they tend to go for Democrats.
Republicans regularly draw unfair state district maps placing as many Democrats into as few districts as possible while setting up as many Republican-favored districts as possible, just so that Republicans have an unfair non-representational presence in Congress.
If every State drew fair districts using a nonpartisan board the way Michigan does the House would be Democratic majority right now.
