My cell phone is my only phone. I make the number pretty publicly available and I have never had a problem with unwanted phone calls because of it.
But the government has no such decency, and I do expect a reasonable right to privacy about where I am and what I'm doing when I have never been charged of a crime and no warrant is issued against me.
For instance, no one except maybe Damo could guess where I am right now from my message here (the answer is Stanford University). If a private person has no right to know that without my consent, and I may desire to leave someone without that information, or even the impression I might be somewhere else, then certainly I don't want the government to have some kind of special privilege.
