Irrelevant to what? If it can be established that 1) Trump knew about these approaches to Russian government officials, and 2) did nothing -- or even worse -- directed them, he's going to be in as much hot water as those who broke the law.
No different than you taking your friend to rob a bank. If you knew he was doing it, and were involved in providing the means to get him there, you're considered as guilty as he is.
If you're talking about Flynn.....conversations with Russia was his job, conversations with any and all foreign country's was his job....
