Yes, there are. I hold all of Congress responsible. Trump is responsible for his actions, but Congress is responsible for properly funding and focusing upon their job as laid out in the Constitution:

"We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

They failed. When they blame it all on Trump, they are still failing. IMO, only "We, the People" can force them to do their jobs but we can't do that if we don't know what those jobs are. Political extremism isn't the solution, it's the problem.

The COVID relief bill has been sitting there since May.

The House passed that bill 4 months ago.
