I personally know a woman that spends an estimated $900/mo on cigarettes alone that qualified for expanded Medicaid. She was also convicted of forging narcotics prescriptions which was her 2nd class c felony. The first was 20 yrs. ago for forging checks to support her cocaine habit .They can be poor enough where those responsible for themselves are forced to feed, house, clothe, etc. their sorry asses yet have enough money to buy all sorts of "necessities" like beer, cigarettes, and lottery tickets. If you're poor enough to where someone else has to be forced to meet your needs, you're too poor to afford those other things. If you can afford the latter, you don't need the former. If you can buy the latter but demand help on the former, you can fucking do without.
