People are locked in about 24 hours out, they need to decide what to do by then. The predictions at that time proved to be very wrong,,,it was expected to be a smaller storm, to have lower winds, and to travel further north.

They dont even claim that the storm will for sure fall inside the cone of uncertainty, only that it is likely to within something like 98-99%. Thus if they are wrong they have an out.
