The man who allegedly made the secret offering says the memo is completely false. Kennedy’s spokesman and Reagan’s disarmament negotiator have attested to the senator’s work behind the scenes with the Soviets, but neither says Kennedy worked secretly to undercut the President, as Owens claimed.

So given Tunney’s denial, Kampelman’s memoir, and also questions about the reliability of KGB memos in general, we rate Owens’ claim, MOSTLY FALSE.

Ted Kennedy and Ronald Reagan weren't on the same page regarding the destroying of Russian and American warheads. Since Kennedy and Andropov sat in on all the Summits and discussions along with their leaders while sharing some other ideas for the program, they consulted with each other on how the best way to make their case. Andropov and Kennedy wanted better verification methods and wanted to dismantle nukes at a slower pace.

Kennedy and Andropov also did not agree to the US trading our Raw Uranium ore for the Russians enriched Uranium that came from their dismantling of warheads. Well they didn't get their way, and we ended up trading that stuff for years. America does not like to enrich uranium, and Russia does not like to dig for ore so, it was a win/win deal that went on up to the present. Kennedy did not trust the Russians, and Andropov did not trust America when it was decided to cutback on active warheads by treaty..

And that was all there were to their collaborative efforts- all done out in the open and totally transparent and documented.

Your suggestion that this compares to Donald Trumps treasonous acts to interfere in our election with the Russians is FUCKING INSANE! And laughable! LOL!
