There are places where it's needed -which free up border control agents for other places.

Topography and geology all come into play - places like the Rio may not get more then concertina wire -
but even that slows them down for arrest.

I bought one a couple of years ago. Great ladder. Couldn't believe the price. Not 'Little Giant' brand, but Werner is just as good.
