It was Cheney or Wolfowitz or Rummy who said much the same in advance of the Iraq war. He(they?) stated the oil we got would repay us
for the treasure expended in the enterprise. Sort of brazen. They never followed through, we did not get the oil and we handed out buttloads of cash
to try and win support of tribal leaders.

Here there was no monetary justification as cordoning it off and being security guards could be paid for with one gusher in a week.
Seems Trump is going full tilt King Leopold III with this shit.

as the victors tend to be in a uniquely strong bargaining position for post bellum deal making.

Things are acquired through historic claim or through arms length deal making between just claimants. This doesn't fall into those categories.

yep the line has always been.....our 'national security interests' are at stake - - so therefore we control all the world's oil regardless of who owns it
 
The amount of oil in Syria is not that great, but it doesn't belong to anyone else. Syria needs every bit of it for its' use.

What the U.S. is doing is controlling the highways.
