Think about that for a moment, another government put him in power over people whom he proceeded to oppress with the funding of that government. Call it what you like, did the Shah ever execute people in public hanging them from mobile cranes? Did he ever hang a teenage girl who had been raped? Savak were amateurs compared to the Revolutionary Guards and the corrupt clerics.
