Leaving aside the fact that it's not going to be built he's not even in office yet. You expect him to start negotiating on it now?

It was already started years ago. Congress lost interest, and it got bogged down in "immigration reform".
It's a Trump priority. He has a Congress that will do it. But it's not going to happen right away -I would think it will be in next years budget

You think a tight-fisted Republican House is going to appropriate tens of billions of dollars per year for this thing?

Tight fisted? We don't have $20 trillion in debt because anyone in our government is tight fisted
 
Just read an article (sorry no link) where ICE was working with some states to determine where and what types of walls would be feasible along the 1900 miles.

10's of billions per year is chump change for Congress. I doubt it's going to cost anywhere near that once it's up and running
