LOL. Oh no, not another one. The Iraqi war started in 1991 when Saddam invaded Kuwait. Iraq never surrendered. There was a conditional cease fire. There was never a peace agreement, only a conditional cease fire which Saddam violated on numerous occasions. The invasion of Iraq was to settle the war for good.
