Actually, he did. He instructed the House to act. They did, and Senate Republicans allowed the criminal to avoid removal from office
Mueller cited at least 10 incidents when the entire trump Klan obstructed justice.

Said obstruction made it impossible to complete the extremely narrow scope of the investigation, which Mueller stated as the reason he could not state that there was collusion...even though he is sure that there was.
