A new House resolution would retroactively reverse and expunge Trump’s 2019 impeachment charges.
Would that even be allowed? Nothing in the Constitution explicitly precludes Congress from taking an impeachment back, although neither of the two other House-impeached presidents in history — Andrew Johnson and Bill Clinton — saw their charges expunged. But there is an arguable precedent from 1837, when the Senate in 1837 officially reversed their earlier 1834 censure of President Andrew Jackson.

The impeachment gets handed over to the Senate, and all they can do is decide whether the president has to be removed from office or is allowed to remain in office!
