No, he is not. Legal facts are stubborn things, especially when you are trying to prosecute someone criminally. Hunter Biden has never been convicted of ANYTHING. He certainly has no felony convictions that would ban him from owning a gun.

Failing a cocaine test and being discharged from the Navy certainly bans him from a legal purchase. You don't have to be convicted. The form asks if you are a drug user or have used drugs.

What we do know is that Hunter purchased a gun. What we do know based on his drug usage at the time, he was not permitted to. Then one can properly conclude he had to have lied on the FFL form. That is a felony. He may not have been caught. But now that we have evidence on his laptop, we know he committed the felony.
