The Clinton presidency was one scandal ridden mess from beginning to end. He got good marks for working with a Republican congress in compromise once it flipped and that worked out well for the country.
Obama's is marked by eight years of incompetence and inaction, but on the whole he didn't screw everything up so badly it cost him a second term. He didn't get much done after his first two years because he couldn't work with a Republican congress like Clinton did.
Biden, so far, has been easily the most totally fucked up president in modern history. We'll see how he does with a Republican congress come November 2022...
