Reagan, GW Bush, and Trump are not CONgress. You are also ignoring the additional incoming money from tariffs and from the immigration 'gold cards'. That will, quickly enough, add up to TRILLIONS of additional revenue. Tariffs are currently up to around $100B and growing; the 'gold cards' are currently up to around $350B and growing.
