Arguably the most powerful man in the world is the President of the United States. When that person is demented and insane ( as Daffy Dawn unquestionably is) he becomes the most dangerous man in the world.
The question of whether Daffy Dawn is the most dangerous man in history is laid at the feet of the secretary of defense James N. Mattis who is the only presumably sane person between Dawn and the launch codes.
