The answer is no. I do not know the context. Notice that at least two people didn't have their arms up? They didn't target them so obviously she or something provoked them.

You still have not explained why you find it disgusting. And you have not address the at least two diners who didn't raise their arms and they were not targeted. You have not explained nor shown what led it to the confrontation.
